Proposal Contents (*the original text from the proposer)
Recover the expired IBC light client 07-tendermint-109 (tracking sommelier-3) using substitute client 07-tendermint-267. The substitute client was created with matching parameters (trust_level=1/3, trusting_period=2055600s, max_clock_drift=600s). Previous proposal 449 failed at execution because the substitute had mismatched client state parameters. This restores the Sommelier-Axelar IBC connection (connection-96) and transfer channel (channel-72).
